The per-call rate is charged per minute. Calls are charged per second after the first minute. The rate per SMS is charged per SMS. The rate for mobile Internet (via 4G, 3G, EDGE or GPRS) is expressed per MB but charged per KB in Belgium and when roaming. The rate per MMS is charged per MMS. Received and outgoing calls to satellites (EMSAT,Inmarsat, Iridium, Thuraya) (+870, +871, +872, +873, +874, +881, +882) are charged at €10 per minute in Belgium and while roaming.
In accordance with European Roaming Regulation 6532/21, the following provisions apply:
Abroad, the price for calls and SMS to VAS (Value Added Service) numbers is the price applicable to local users. Use of the same VAS numbers by a roaming user is always subject to a charge, even for services advertised as free.
VAS numbers are numbers that provide access to a service (game, matchmaking, content editing, information, doctors on call, etc.). The operator charges for the services, which can vary widely, on top of the cost of the call or text message.
In principle, roaming customers within the European Union enjoy the same tariff conditions in the visited country as in Belgium, without additional charges.
However, this does not apply if the roaming customer makes calls or sends text messages to VAS numbers in the visited country or to Belgian, European or international VAS numbers. In this case, Scarlet will charge the customer, even for services advertised as free, because Scarlet owes the operator of the visited country a charge for routing the call or SMS to the VAS number.
When Roaming services are available in the European Union, the quality of service in that country may differ from the quality of service in Belgium due to various local factors related to the technologies available in the visited country, such as the rollout of the latest technology, local network coverage, available speed, latency, as well as other external local factors such as topography, etc. If the Customer experiences problems regarding the quality of service during Roaming in the European Union, compared to what was contractually agreed, he can contact Customer Service. Outside the European Union, reasons other than those mentioned in the first paragraph may affect the quality of the Roaming Service. For the purposes of this article, "European Union" means the 26 countries, excluding Belgium, which are officially part of the European Union, Iceland, Liechtenstein and Norway, to the exclusion of any other country.
